[...] During the year under report two additions were made to the excise laws of the province in the Bengal Opium Smoking Aot 1932 and the Opium (Bengal Amendment) dot of 1981. [...] It is hoped that the strict enforcement of the provisions of the Act will go a long way to stamp out this vice. [...] It is however to be recorded that the decrease in recorded consumption was accompanied by wide prevalence of illicit distillation to which many who were out of eployment were attracted by the low price of raw materials for country spirit and the large margin of profit. [...] It is the function of the Excise Department not merely to collect revenue but to regulate and control the consumption of excisable articles and this necessarily includes also the prevention of illicit manufature and traffic in these articles.
