The communal tension in the cities of Cawnpore Agra Aligarh and Benares where the enquiries had to be undertaken and the prmulgation of 24 hours ' curfew at various places at different periods of the enquiry further hampered the smooth running of the work. [...] At the close of the enquiry it was found impossible to maintain the full strength of the staff and the existing staff had to work at high pressure on all the days of the week to complete the work as soon as possible. [...] The excessive heat of the months of May and June and the inconveniences involved in constant touring and boarding and lodging at out-station centres told on the health of the staff. [...] Nevertheless the collection of data in all the registered Textile (Cotton Woollen Jute Hosiery Lace Ginning Pressing and Waste) factories of the province was copleted before the expiry of the fifth week from the date of the comencement of the enquiry. [...] The problem for the industry now-was to increase its output to meet the growing demand of the civil population and military requirements and Government during the war granted an exemption tinder the Factories Act 10:14 allowing the cotton textile factories to work sixty lours a week.( 4 ) The climax was reached with the entry of Japan into the war at the end of 1941.
