The consolidation of the territories of 22 Princely States into the Union of Madhya Bharat was in itself a remarkable feat of far sighted statesmanship but the reorganisation of the Central Secretariat and district offices the integration of services and the setting up of 4 087 village panchayats--all within a short period of four years bear testimony to high administrative ability and organisat [...] Three principal centres have been established for the improvement of the Nimari cattle in the south Malwi Cattle in the Centre and the Hariana Cattle in the north and sixtybulls of all the three breeds have been purchased with a view to sending them out to villages according to need. [...] The solution of the problem of increasing sugar production which is falling down at present lies in betterment of both the quality and the quantity of the sugarcane so that the demand of cane for both sugar and gur can be easily met. [...] The Plan aims as the attainment of the following objectives:— (I) To increase in Madhya Bharat the productivity of agriculture both foograins and key raw materials like cotton and oil-seeds and to raise the income of the farmers. [...] (3) To promote vigorously the improvement of the human resources of the State through education health measures and dissemination of technical and statistical information and improve generally the living conditions of the people.
