The preparation of electoral rolls was taken up immediately and the elections of the new Dhara Sabha were completed before the end of the year. [...] The 16th of November has been fixed for the coming into force of Part II of the Act which provides inter alia for the appointment to the Executive Council of a member of the Dhara Sabha. [...] To stabilise the financial position which was affected by these remissions and enable the State to carry on the activities of the develoment departments and the range of social services rendered by it a comprehensive programme was laid down including (i) first the constitution of the State reserve fund of 350 lakhs; and (ii) second the creation of a land revenue equalistion fund of Rs. [...] The crux of the whole question of improvement of elementary education lies in the efficiency of the teacher. [...] Independently of the result of the cases filed in the courts the existence of the Act has proved to be a salutary check on the arbitrary exercise of the powers of excommunication.
