[...] In the text of the Report the Committee has given jtifr.eitsons for recommending the establishment of Pryincial Research Institutes at the chief centre of induiiii in each Province under the control of the Provincial Governments and the provision of a Central Research bite under Imperial control at Dehra Dun. [...] If we hold the view that it is in the interests of the State as well as of the manufacturer to develop the industries of a country it follows that the State must take some means to convince him and to dmonstrate the value of research in relation to manufature. [...] In our opinion the scheme described below for the establisment of a Chemical Service is the one best suited to the peculiar conditions which prevail in India and the one which is best fitted to take advantage of and to utilise for the benefit of the country generally the great enthusiasm for development which exists in the Provinces. [...] Such problews will be those which have no apparent immediate practical importance but which in the opinion 'of the Director General and the Director of Research are likely to lead to discoveries of fuudamental industrial importance affecting the industfies of the countr;.
