3. As the Board is aware the three main factors governing the success of the scheme of protection are the costs of production the volume of production and the prices at which the products can be sold. [...] Before the question of provision for the future is taken up however the Company wishes to set out in some detail the developments of the past years in the form of statements showing the changes in costs production and prices of the kinds of steel produced by the Company. [...] 6. In the preparation of the present representation the Company has adhered generally to the arrangement of the Board's Report on the 1926 Enquiry in the anticipation that this will be found convenient to the Board and to others who may be concerned in the present Enquiry and will facilitate the proceedings of the Board by simplifying comparisons with its previous findings and arguments. [...] 7. As the Tata Iron and Steel Company still remains the only large producer of steel in India the account of the progress of the industry is necessarily confined to that of the Company. [...] Statement 4 shows the percentage of the Steel Company's output to the total consumption in India of each of the main classes of steel the total consumption being obtained by adding; to the Company's depatches the quantities of the kinds of steel produced by the Company which were imported so far as these can be ascertained from the official returns of Overseas Trade.
