The advantages of the good season are not however reflected in the figures and statistics relating to the year under report since in most of the divsions crops were not sold in the beginning of the season and the cultivators did their beat to hold up their crops with a view to secure the advantages of a rise in the market. [...] The figures of overdues this year look somewhat alarming but the unsuitableness of the date 31st March as the close of the year and the unusual lateness of the season in most parts of the Presidency give rather a misleading impression of the actual state of things. [...] The present needs of the Credit Movement in the Presidency are : (i) The consolidation of the structure by the elimination of the unfit and unsuitable societies and members and (ii) Ensuring future expansion on sound lines by the creation of an efficient machinery for internal periodical supervision and guidance. [...] To summarise I may venture to state that the causes of the present comparative stagnation in the credit side of the Movement particularly in the Deccan have been frequently analysed and are now well-known ; the remedial measures necessary are also quite well ascertained and the immediate necessity is the expansion of the existing inadequate official staff and the provision of additional funds t [...] On the whole however the beneficent activities of the Department on behalf of the Bhils in conjunction with the activities of a philanthropic non-official body like the Bhil Sewa Mandal are producing a very desirable effect and the Bhil in the Panch Mahals District is being gradually reclaimed and being freed from the clutches of the Bania.
