A departmental examination was for the first time held in January 1926 to test the proficiency of new rcruits in the law and principles of co-operation the procedure relating to the working of co-operative societies the provisions of law bearing on the woring of co-operative societies and audit and accounting. [...] It cannot now be denied that the progress of the movement in this country compares favourably with the progress in western countries—very favourably indeed when one considers the appaling illiteracy of the masses whom the movement is designed to benefit the difficulty of securing funds at the start and the inadequacy of the staff available for control and supervision. [...] The Assistant Registrar ascribes this to the unsatisfactory outturn of the cardamom and maize crops and to remissness on the part of office-bearers of societies in the Darjeeling district; to the last metioned cause and to inadequate supervsion by the central societies in Nagaon and Natore areas of Rajshahi district ; to the failure of the jute crop in Gaibandha. [...] In spite of the loss caused by the sinking of the boat and the usteady nature of the paddy market the society worked at a profit although the amount of it was naturally smaller being Rs. [...] As regards constrution of embankments to prevent the ingress of salt water in the Sundarban tracts of Khulna and the 24-Parganas referred to in (c) it has not been possible to make any progress in view of the difficulties which stand in the way of formation of societies for the purpose though the matter has been receiving the attention of this deparment for sometime now.
