Speeches Delivered by His Excellency Sir John Arthur Herbert Governor of Bengal During 1940-41

1941

We the members of the Anjuman Islamia Darjeling An our behalf and on behalf of the Muslims of this District beg to extend a most cordial welcome to Your Excellency and The Lady Mary Herbert on the occasion of your first visit to our picturesque hill station which enjoys the proud privilege of being the Summer Capital of Your Excellency's Government. [...] 2. This Anjuman was established in 1909 with a. view to improve the intellectual moral social and material conditions of the Muslims of the District and to unite in one prominent and recognised body and to enable them to obtain a high status both in the eyes of the Government and the public. [...] I visualized the long sweep of the river along its water front the crowded bazaars and historic buildings of the old city—and beyond them the garden residences of the new city of Ramna and the spacious precincts of a new and virile University. [...] The anxiety that is felt about the state of your rivers has been widely voiced and I appreciate that the matter is a serious one in view of the adverse effect that any deterioration must have on the agriculture trade and public health both of the Oily and of the District. [...] WI Whilst I realise that delays have occurred in the working of the Act I should emphasise that when an award has been made the execution of the award in the case of defklt is a matter for the creditor himself to take up by utilising the machinery of the Bengal Public Demands Recovery Act.
