The Civic Guards aro an invaluable link between the Police and tho public and can do a great deal to promote understanding of the needs Of the public on the one hand and of the difficulties confronting the Police on the other. [...] In the name of the King-Emperor and by His Majesty's Command I hand you the Badge of a Member of the Most Excellent Order of the British Empire. [...] I am however certain that it will be the task of all who care for the future and welfare of Bengal to make an effort to improve the living conditions of the vast masses of the population of this Province namely the cultivators.
