In October considerable discontent was aroused by the action of the All-India Congress Committee at Madras in again shelving the question of the acceptance of office; and relations between the Congress leaders and their Provincial followers were not improved by a further failure on the part of the former to settle the differences between the two factions in the Provincial Congress Committee."vi RE [...] The celebrations in the Presidency and Rajshahi Divisions were an unqualified success and the occurrence of a few petty impertnences on the part of anti-Government protagonists merely served to emphasize the fact that the hearts of the majority were in the right place. [...] The recovery of arms and ammunition and the capture of a number of abscoruleers and suspects testified on the one hand to the continued existence of terrorist organisations and on the other to the vigilance and courage of the Police. [...] The extent of terrorist conspiracies for the secretion of arms and the commission of outrages and the measure of Goverment's success in combating them were further indicated by the large number of cases disposed of by Special Courts in the course of the year. [...] His Excellency further explained that the essence of the scheme was the making of a determined effort to solve the problem of rehabilitating the detenus in the normal life of the community and incidentally to strike at the sane time a hammer blow at the problem of general unemployment; and in this connection he emphasized the fact that the benefits of the scheme would accrue not merely to the de
