In Lower Canada the minority of the English practically monopolised political power and the public service and the bulk of the trade was in their hands. [...] But so high is the expectation which the public entertain now-a-days of the legislative councils and so keen is their sense of the impotence of their representatives from a constitutional point of view SELF-GOVERNMENT FOR INDIA 39 that nothing can satisfy them hereafter short of the power of regulating the policy disposing of the finances and controlling the executive.
