In the meantime the Government of India set np the All India Council for Technical Education by a resolution on the '10th November 1945 to advise the Government on the effective organisation and planning of Higher Techncal Education in the country and specifically (a) to survey the whole field of technical education (b) to consider all immediate projects for the develoment of technica[...] The question however has been enaging the attention of the Goveummt and as a first step towards the establishment of such Committees it has been decided by the Government of India to appoint a Special Officer with necessary planning staff for each of the four Regional Committees the constitution of which has been settled by the Council in consultation with the Government of India and various P [...] It was one of the first tasks of the Council to consider the intrrim rrport of the Ad Hoc Committee associated with my humble name on the develoment of technical institutions in India and the Council endorsed its reeommedation regarding the establishment of four Regional Iligher Technical Insttutions in the East West North and South on the lines of the 1\1. [...] " This Council notes with satisfaction the decision of the Government of India that the Ministry of Education should co-ordinate the activities of all the Ministries in the held of Technical Education and recommends that similar arrangements may he made in the Provinces also in the interest of efficient planning of technical educational facilities " (7) Craftsmen Spraining Scheme. [...] In consideration of the magnitude of the problem and the benefits which will accrue to the Industry the Council is of the view that part of the cost of training or craftsmen might be borne by the imlnstry and that Government should examine the questittl of levying it cess on the total wage bill of the Industry for this purpose " (8) Miscellaneous.--Secretary's note was recorded.
