The following pages are an attempt to indicate the activities of the West Bengal Government in the Ministry of Industries and Commerce in this important sector of the State's economy and provides an outline of their schemes of development over a range of selected industries. [...] (a) The objective of the Khadi Board is to make the people in the countrside economically well-off by utilising their spare hours and is broad-based on the fundamental principle that the proper use of the spinning wheel will give a fresh outlook to the people in the rural areas and infuse in them a robust spirit of self-help. [...] (14) Deputy Director of Sericulture Secretary (ex-officio).6 The functions of the Committee are to advise Government regarding the development of the different branches of the silk industry in West Bengal. [...] (v) A scheme for promotion of Khadi in W est Bengal.—Towards the end of 1947 Government constituted an autonomous Board under the name West Bengal Khadi Board [vide paragraph 5(iii)] consisting mainly of non-official representatives of Khadi Organizations i-ith the object of stimulating the rapid development of hand spinning and hand weaving in the villages of the Province so as to make the peopl [...] —The scheme aims at organizing the following facilities in the interest of the rearers and realers — (a) A Central market for the disposal of the bulk of local production of cocoons.
