As by the appointment of the Assistant Commissioner of Salt Excise and Opium in Sind there is now a separate officer in charge of the Excise Department of the Province it appeared to the Commissioner to be an apprpriate arrangement to entrust the preparation of the report to him in the same way as is done in the case of the report on the administration of Salt.Revenue and this course [...] 4. The remarks contained in paragraph 6 of the report regarding copetition between licensees emphasize the necessity for the introduction of minmum prices or some such.measure to check the practice of undeselling on the part of licensees; and now that the Excise Establishment has been reorganised the Commissioner is considering the question with reference to the corresponence ending [...] 3. Sanction to the constitution of a combined Salt Excise and Opium Establishment for Sind was received during the year under report and from the 22nd February I took charge of the appointment of Assistant Commissioner of Salt Excise and Opium in Sind and immediately proceeded with the reorganistion of the Department under the orders of the Commissioner in Sind bat 'effect was not given to [...] In Karachi the increase is attributed to the continued expansion of trade in the town and port of Karachi and the consequent increase in population and in Hyderabad it is due partly to the celebration of a large number of marriages during the year and partly to the fact that larger quantities of highly spiced liquors than usual were purchased by the people on tin strength of their special per [...] The Collector of Karachi attributes the increase in the sales of intoxicating drugs partly to competition between the licensees at the beginning and towards the end of the year when the retail selling prices were reduced to half the normal rate and partly also to the prosperity of the working classes who earn very high wages in Karachi.
