India’s Parliament. Selections from the Proceedings of the Second Session of the Legislative Assembly and the Council of State

1921

Sapru on behalf of the Government challenged the indictments of the mover against the administration of the North-West Frontier but he offered that the Government would undertake its own private enquiry as 1 o the advisability of the transference of the judicial machinery to the Punjab High Court and to see what steps could be taken in the matter. [...] The mover reviewed at length the history of these distinctions and demanded that the despatch of 1833 of the Court of Directors laying down the necessity for the simlarity of the trial of Indians to that of Europeans should now be given effect to. [...] Shafi read from the correspondence which had passed between the Government of India and the Secretary of State and explained that the Government had adopted a very firm attitude and would continue to press their views on a matter of such great political consequence specially when the Government was so anxious to carry out the policy of the Indianisation of the higher sarvices. [...] Craik pointed out that it would be a serious encroacment on the functions of the Judiciary and the Executive to have the proposed committee but he had no objection to the extension of the present practice followed in the Madras Legislature by which petitions were received only on matters under the consideration of the House. [...] Sarma in accepting the amended resolution observed that the Government were fully alive to the importance of the sugar industry and an officer lent by the Bombay Government was studying the recomendations of the Sugar Committee.
