The Role of the Canadian and U.S. Governments in the Promotion and Execution of Economic Development Schemes with Particular Reference to Federal-Provincial Relations

The purposes are to construct and maintain projects and facilities rquired for the conservation of the forests and the protection of the watersheds in the Eastern Rockies Area from undue spoilation at the hands of man; and also to obtain the greatest possible flow of water in the Saskatchewan River and its tributaries in the "Dust Bowl" area of Canada. [...] The Act enables the Minister of the Dominion Government concerned (Resources and Development) to enter into agreements with Provinces with the approval of the Governor General in Council for the payment by the Dominion to the provinces of contributions in respect of the cost to the provinces of the construction of a higway within the province in question as part of a trans-Canada highway. [...] of the cost to the province of the construction of the highway as determined by the Governor General in Council. [...] The Heads of Agreements in the Agreements signed by the Dominion Government and the Provincial Government under the Act would indicate the nature of such Agreements. [...] The general procedure of expenditure is that the Province incurs the expenditure and submits claims to the Dominion each month and there is provision for the Dominion making an interim payment to the Province equal to the amount of the claim pending a fulleexamination of such claim.
