One unfortunate result of this excessive association of the census with anthropolou was to obscure the basic importance of the country-wide deteminations which so far the census was the only means of securing ; and the tendency to dismiss it as somthing concerned with the peculiar activities of castes and tribes had. [...] Perhaps the two poles of the argument could be summed up as power and sutenance with as the general field the unity of the land against the variety of its divisions and the need for the synoptic view if that unity was to receive its full consideration. [...] The object of this section is to draw the attention of the readers of the tables t4 the unique nature of the Indian census the importance of preserving that quality and the role of the public in doing so. [...] The reduction in enumerators already referred to enabled us to dispense to a greater or less extent according to the region with the less interested less competent or less ameable elements and in the result India went forward to this critical enumeration with an improved and copetent agency and the quality of the return depended on the citizens.
