Since the primary object of this report is to place a practicable plan of post-war development before the Reconstruction Committee of the Viceroy's Executive Council which will hardly have the time or the desire to concern itself with matters of educational method or technique only such reference will be made to the contents of these reports as may be necessary to elucidate the general principle [...] The object of this report is to fix that datum line subject of course to the proviso that it will require modification in the light of the conditions obtaining in India in the years to come. [...] The main reason for this division is that at about the age of eleven or twelve with the onset of adolescence certain mental and physical changes occur in boys and girls which necessitate a corresponding adjustment both in the content of the curriculum and in the methods of instruction. [...] 8 their decision was:13 While the majority of the members of the Board accepted the view of the Committee the official members representing the Government of India expressed their inability to commit themselves in any way. [...] The standards in regard to the training recruitment and condtions of service of teachers 'prescribed in the report of the.Committee aproved by the Central Advisory Board in1043 represent the minimum copatible with the success of a national system : these should be adopted and enforced everywhere.
