The Government of India had foreseen the likely trend of events and had promulgated the Defence of India Ordinance in 1939 and the Defence of India Rules thereunder on the outbreak of the war. [...] The targets of purchases fixed accordingly were for each district 10% of the millets and 25% of the rice produced plus a quantity dependent on the requirements of the fair price shops in the district. [...] The immediate effect of the revised policy in the decontrolled parts of the Province was on the whole satisfactory. [...] Consequent upon the revised policy of the Government of India the Bombay Government took the following steps for its implementation :- (a) To continue the then existing ban on the export of cereals and gram outside the Province. [...] As the imports under the Basic Plan of the Government of India were limited (for the year 1949 the Government of India allotted to this Province 8 65 000 tons of cereals plus a balance of about 1 06 000 tons on account of Baroda) greater stress had to be laid on the internal procurement to bridge the gap between the requirements and imports.
