The total estimated cost is £16 728 750 of which £12 537 500 is apportioned for a new canal from the Rhine to the Weser including the canalisation of the Lippe and other accessory works; £2 150 000 for the construction of a canal from Berlin to Stettin; £1 058 750 for improving the waterways between the Oder and the Vistula and to improve the channel of the Warthe ; and £982 500 for the canalisat [...] The portion of the river between this place and the mouth of the Red River some 750 miles lower down includes most of the works undetaken by the Commission the remaining 200 miles to the Gulf of Mexico presening no difficulties to navigation while the bulk of the operations are confined to the first 250 miles below Cairo. [...] After enunciating the general proposition that "all rivers oscillate in curves whose extent is directly proportionate to the quantity of water flowing through the rivers " the author goes on to show that the extent or radius of the curves will be directly proportioned to the slope of the bed of the river. [...] On the contrary it is held that the longer the course the more stable will be the flow of the stream and the less the total quantity eroded. [...] The distance apart of the spurs will depend upon the strength of the current and the depth and the nature of the soil but they must be placed sufficiently close together to prevent the current attacking the bank between them.
